Description of problem:

CFME container image is supposed to have limited menus available when running appliance_console. That's not happening and the same set of menus show up in both appliance images and container image.

This is due to "CONTAINER" environment variable missing in the downstream container image, which was added upstream here: https://github.com/ManageIQ/manageiq/pull/9118
