Description of problem:Instance might be restarted only from Collections menu(Quadicon menu)

How reproducible:always


Steps to Reproduce:
1.Setup EC2 provider
2.Find running VM and open Details menu
3.check power options

Actual results:no Reboot options


Expected results:Soft reboot should be available


Additional info:this BZ might be usefull https://bugzilla.redhat.com/show_bug.cgi?id=1379071 . as power options on Details menu are provider specific I've created separate BZ for EC2

RHOS providers are fine.they are not affected with this issue
