Description of problem:
2 issues:
Group by Tag is not stored and displayed when report is edited again.

Group by Tag is not stored:
unselected Group by Tag doesn't display validation message

Version-Release number of selected component (if applicable):

How reproducible:
Create/edit chargeback report and try to save Group by Tag option.

Steps to Reproduce:
1. Create chargeback report
2. Go to Filter tab
3. Select Group by tag
4. Selecte any tag a saved.

Actual results:
When report is reedited, option Group by tag is not stored.

Expected results:
When report is reedited, option Group by tag should set as it was set from previouse editing.
