gnome-tweak-tool and gsettings does not turn on (Icons on Desktop)

release : fedora workstation 25 beta x86_64 (wayland).

You should see something similar to

  ** (nautilus-desktop:5341): WARNING **: Desktop icons only supported on X11. Desktop not created

in the journal. In other words: The issue isn't with the setting, it's that the program that implements the feature (nautilus-desktop) only works with the X11 backend. It should probably call something like

  gdk_set_allowed_backends ("x11,*");

during initialization, in the meantime you can run it manually with

  GDK_BACKEND=x11 nautilus-desktop
