Description of problem:"Delete" is missing in the list of available Power Actions from Instance's Details Menu, but still available in Quadicon Menu

How reproducible:always


Steps to Reproduce:
1.add any cloud provider
2.opend Details menu of any instance
3.check available Power Actions

Actual results:"Delete" is missing from any current state


Expected results:"Delete" supposed to be available


Additional info:if we had any changes that were supposed to remove "Delete", then change BZ to "Remove 'DELETE' from Instance's Quadicon menu". 'Delete' from Quadicon works fine

Roman,

Can you look into this issue, it looks like in commit 1b61845345fbd8efca7d5aa8e2bbae9e29a97c24 toolbars code was changed to use support features to hide/display Terminate/Delete Instance button and Power buttons group. Can you check and add further details as to why Delete button is not visible.
