Description of problem:

- we tried creating instances in parallel (10, 20, 40) and it all went through successfully. As a final check, when we tried to create 100 instances from Horizon dashboard, something went wrong and now we are unable to login to Horizon. It says ``unable to fetch authorized projects.''

- created "test" user from CLI but the same behavior.

- The environment is responsive with CLI. We are able to execute all CLI commands.
