OpenShift Dedicated customers have requested the ability to manage templates and image streams within the openshift project on their clusters, and the original intent was to allow this.  Currently, we do not grant dedicated admins any special permissions to the openshift namespace, and we do not want them to have "admin" permissions in that projects.  We need to determine what permissions they need, and modify the dedicated admin role package to grant these permissions.

We are tracking this as an enhancement request. We have some pieces of work to enable. The model we are looking at is where a customer would opt-out of having OpenShift Operations manage the install and update of the image-streams and templates. Then the customer would run the script themselves and update as needed. As we wouldn't have a good way to track the changes and apply updates. We'd provide documentation and tools to assist with that.
