Description of problem:customer restarted services/rebooted  1 compute node and now 
instances won't boot , issue is that the volumes attached were errored. the solution to this issue is to dettach them and re-attach so the acls are re-created in targetcli. The only problem is root volumes can not be detached .

Need to figure out how to detach the root volume or get the acl back so the root volume works and the instance can boot. 

###comment 10 suggest db hack to detach volume , however this didn't seem to work.
