footer setting

Description of problem:
There is a new option to set login page footer text in satellite 6.3

Version-Release number of selected component (if applicable):
Build: Satellite 6.3 snap 4

How reproducible:
Always

Steps to Reproduce:
1. Login to satellite
2. Go to settings , set the login page footer text
3. Logout and check the footer on login page ,

Actual results:
The Login page footer text field in settings doesn't have 255 char limit
No Login page footer text is present.

Expected results:
The custom footer should appear.

Additional info:
On further checking , it works in upstream, but the custom footer is overridden by the satellite Version on login page in downstream.
If it is intended to be so, field should not be editable.
