Description of problem:
Create quota on project, create pods to reach the pod quota, when try to create app from web again, there is a warning info "You are at your quota for pods on pods.You can still create deployment config 'phptest' but no pods will be created until resources are freed. View Quota". The warning info should be "You are at your quota of pods in this project.……"

Always

Steps to Reproduce:
1.Create quota on project, create pods to reach the pod quota.
2.Try to create app from web again, check the warning info on the page.
3.

Actual results:
2.There is warning info such as: "You are at your quota for pods on pods.You can still create deployment config 'phptest' but no pods will be created until resources are freed. View Quota".

Expected results:
2."You are at your quota for pods on pods" is not suitable, should be ""You are at your quota of pods in this project"

Tested on openshift v1.4.0-alpha.1+0093383-83.
Now the warning info is "You are at your quota for pods.You can still create deployment config 'rbtest' but no pods will be created until resources are freed. View Quota".
The bug has been fixed, so move it to Verified.
