Verified on Satellite 6.3 SNAP 11: satellite-6.3.0-16.0.beta.el7sat.noarch , tfm-rubygem-katello-3.4.4-1.el7sat.noarch Tested using scenario described by the original solution provided in 6.2.z (bug 1372073). Observed that no unnecessary steps were planned/executed for a CV published containing 6 repositories all included as part of a sync plan.
