Description of problem:
User can't set make new comment private by default in personal preference setting

This feature lost in BZ5.0, but could set in BZ 4.4
This is about private_comment_default setting.

How reproducible:
100%

Steps to Reproduce:
1.Go to user preference page, try to set Make new comment private by default
2.
3.

Actual results:
Couldn't find this checkbox and check it

Tested on QA environment(5.0.3-rh12)
Result: Failed

Step:
1.Go to user preference page
2.try to set Make new comment private by default,but cannot find this checkbox and check it

Did you rerun the group update script?

Update QA enviroment, can find this field.

Tested on QA environment(5.0.3-rh12)
Result: Pass
