Previously, when merging a snapshot to a base RAW volume, the RAW volume was not refreshed. This meant that merging a snapshot that was extended to a RAW base volume when the virtual machine was not running on the SPM would fail. This update ensures that the VDSM refreshes the base volume as needed.

Verified with the following scenario:
------------------------------------------
1. Create a VM with 1gb preallocated disk in a block-based domain.
2. Create a snapshot.
3. Extend the disk to 2gb.
4. Start the VM.
5. Delete the snapshot.

* Tested on HSM and SPM host.

Moving to VERIFIED!
