You cannot disable or delete an IDP.

Easy

Steps to Reproduce:
1. Edit an IDP and try to disable or delete it

Actual results:
Nothing changes

Expected results:
IDP is either disabled or deleted as requested.

Tested on QA environment(5.0.3-rh12)
Result: Pass
Steps:
1.Create a test IDP, then disable it
==>Could disable it well.
2.Delete this IDP
==>Could delete it well.
