Description of problem:
As of 1.7.2, Accumulo depends on VFS 2.1 for its HDFS provider, instead of shipping its own provider. apache-commons-vfs 2.1 in Fedora 25+ currently does not package the HDFS provider. When it does, Accumulo in F25+ should support it.

Patch applied and working on rawhide (f26) and f24/f23. Can't build in koji for f25 until https://bodhi.fedoraproject.org/updates/FEDORA-2016-a2800f7739 moves to stable.
