Description of problem:
The resolution box doesn't show after select CLOSED as status in the rule action page

How reproducible:
100%

Steps to Reproduce:
1.Login admin, then edit a rule, go to step 3
2.Try to update status, and select 'CLOSED' as new status
3.

Actual results:
Can't find the resolution select box to be selectable

Tested on QA environment(5.0.3-rh12)
Result: Pass
