Description of problem:
The redhat-storage-server package provides the RHEL and RHGS product certificate. With RHEL 7.3.0 release, the product certificate for RHEL is updated to RHEL 7.3.
So the RHEL product certificate shipped at the redhat-storage-server package needs to be updated to RHEL 7.3

The change in Product Certificate caused an RPMDiff to flag a change in the Sources. Product Security has recommended to re-spin another build by bumping up the RPM version. I need to build redhat-storage-server-3.1.3.1-1.el7rhgs to do away with failed RPMDiff Sources status.

I am seeing updated version of redhat-storage-server and product certificates after updating from rhgs3.1.3 on rhel7.2  to RHEL7.3.

[root@ ~]# rpm -qa |grep redhat-storage-server
redhat-storage-server-3.1.3.1-1.el7rhgs.noarch

[root@ ~]# cat /etc/redhat-storage-release
