Spinner spins forever while switching tabs on the Optimize->Utilization page.

Steps to Reproduce:
-------------------
1.Manage a provider.Enable C&U collection for the provider.
2.Collect 2 days worth of C&U data in order to see Utilization data.
3.Navigate to the Optimize->Utilization page.View Utilization data for a region.
On the right, click 'Summary' tab, then click 'Details' tab and then click 'Summary' tab again.

Note that this is just one combination of switching between tabs that causes the spinner to spin infinitely.

Works for me, this issue was probably fixed in https://github.com/ManageIQ/manageiq/pull/11759
