Description of problem:
devel_grant group user can't update pm_score in the bug detail page

Version-Release number of selected component (if applicable):
5.0.3-rh11

How reproducible:
100%

Steps to Reproduce:
1.Login by delve_grant group user, then create RHEL7 bug, save it.
2.Try to update pm_score field in the bug detail page
3.

Actual results:
PM_score field isn't editable

Expected results:
PM_score field should be editable

Additional info:
Only admin could edit this field

pm_score is owned by program_management not devel, if  someone in the program_management group can edit pm_score then this is working as expected.

@Jeff, you can close this bug now
The user who in release_stream could update pm_score field.
