Description of problem:
Currently target release is displayed for all products, like other non-standard fields it should have to be enabled on the products admon screen before it is displayed on bugs in the product.

5.0

How reproducible:
Easy

Steps to Reproduce:
1. Go to a bug on the Bugzilla product

Actual results:
target-release field is displayed

Expected results:
target -release field is not displayed.

Actually this can just be done in the template, if there are no values to select from for this field then just don't show it.
