Description of problem:
On CFME \ RHV VM snapshot:

- For a down VM: Stand on the snapshot revert icon, 
and then on add snapshot icon (+), 
the help message for Add snapshot is cut off.
This is not only time. 
Seems only at first time, when entering the snapshot dialog.
(see screenshot "down_vm")

- For an up VM: 
Stand on the snapshot revert icon, 
and then on add snapshot (+)/History/delete/Reload current display icons -
the help message that will be displayed is actually the one belong to the revert icon, cut off.

- For VMWare provider, problem was not seen.
- The bug was seen on Google Chrome Version 50.0.2661.86 (64-bit)

I have no information regarding migration of CFME to PF tooltips.

IMO we should close this as this is a browser bug and bugs in browsers tend to be fixed by newer browser versions.

This was tested on Firefox 49, and the problem is not seen there.
Therefore, it seem Chrome specific.
