Description of problem:
The Self Service UI Background Image is not customisable without a hack.
When the Custom Login Background Image is set, it currently only modify the Administrator Login UI, the Self-Service UI isn't changed.

Steps to Reproduce:
1.Change the Custom Login Background Image
2.Go to login window on Admin UI.
3.Then go to /self_service and compare the BG images, the Self Service isn't updated to the customised one.
