Description of problem:
When choosing a network filter on ovirtmgmt vNIC profile, the "no filter" item is missing from the dropdown list. If passtrough checkbox is selected and then unselected, the item suddenly appears in the list.

How reproducible:
100%

Steps to Reproduce:
1. System--> Networks--> Select the ovirtmgmt network--> Select vNIC profile tab.
2. Edit the vNIC profile.
3. Under network filter, look for "no filter" item.
4. Try to check and uncheck the passtrough checkbox to see the item in the list.

Actual results:
Missing "no filter" item under normal working scenario.

Expected results:
"no filter" should be available by in the list, without using the passtrough checkbox.

Target release should be placed once a package build is known to fix a issue. Since this bug is not modified, the target version has been reset. Please use target milestone to plan a fix for a oVirt release.

This bug report has Keywords: Regression or TestBlocker.
Since no regressions or test blockers are allowed between releases, it is also being identified as a blocker for this release. Please resolve ASAP.
