Description of problem:
Fresh installation of dnssec-trigger and unbound triggers avc:
type=AVC msg=audit(1477557172.621:301): avc:  denied  { net_raw } for  pid=11367 comm="unbound" capability=13  scontext=system_u:system_r:named_t:s0 tcontext=system_u:system_r:named_t:s0 tclass=capability permissive=0

Should be always

Steps to Reproduce:
1. Install dnssec-trigger: dnf install dnssec-trigger-panel
2. Run it: systemctl start dnssec-triggerd
3. Wait for SELinux troubleshooter to pop up

Actual results:
avc appears 

Expected results:
no avc
