Description of problem:
Following the instructions on:
https://access.redhat.com/documentation/en/red-hat-openstack-platform/9/paged/director-installation-and-usage/appendix-a-ssl-tls-certificate-configuration

I ran into a problem with a missing index.txt;  I eventually found that the RHV docs have an explanation of that:
https://access.redhat.com/documentation/en-US/Red_Hat_Enterprise_Virtualization/3.2/html/Developer_Guide/Creating_an_SSL_Certificate.html

Please share some similar instructions on how to fix it.
