Per https://feaneron.com/2016/05/28/the-future-of-gnome-control-center/ a preview of the new-layout version of GNOME settings should be available as gnome-control-center-alt as of GNOME 3.22 - please add this binary to the control-center package (or package it separately).

This will help increase testing of the new layout before the (presumably 3.24) switchover to the new version.

No, sorry, you'll have to compile it yourself if you want it. I'm really not interested in bug reports about it.

RH bug reports? GNOME bug reports? Why is that? Isn't finding and fixing issues with the new layout prior to release a good thing?

Either. Right now, it's a development tool to check that panels work in both. It's far from finished, and we already know what (most) the problems are. I'm interested in patches, not reviews or bug reports, as things stand.
