Description of problem:
DNF Assume requested package as installed when it's failed to install because requested package conflicted dependencies / package.

Version-Release number of selected component (if applicable):
DNF version: 1.1.10

How reproducible:
quite easy i guess? since i'm not sure if its actual DNF issue of any other factor

Steps to Reproduce:
1. Install Mate-Desktop (or possibly any group install ) while having conflicted dependencies package installed (on my case transmission-sequential-gtk-2.92-2.fc24.x86_64, Mate require version 2.92-1).
2. DNF will response the conflicted package and "Solution" by using '--allowerasing'
3. Try to install group again with or without '--allowerasing', it will response that the requested package Already Installed.
4. in some case 'dnf remove' will respose Package not found when try to remove it. (Just thinking to 'refresh' the package by remove and re-installed it again)

Actual results:
Requested package not installed but dnf assumed it's already instaled.

Expected results:
Requested Package Installed to system

Additional info:
Again, I'm not sure if its actual DNF issue or from any other factors.
But as far as i reproduce the installation process i can't think any other factor that can result to such issue unless from DNF it self.
