Section Number and Name: 2.4.6.3. Idling and Unidling

Describe the issue: idling-unidling pod is a new featured released in the OCP 3.3 version, but a part from the release notes, it is not documented anywhere else.

Suggestions for improvement: documentation should be added, at least to:
 *CLI section, 
 *API section,  
 *Managing pod section, with examples
