Description of problem:
In Templates tab -> "new VM" dialog:
The default is creating a stateful VM (the same as for a new VM under VMs tab) and therefore the "latest" versions of templates to choose for the Template field should be filtered out and they are not.

Please note that this bug occurs only while first opening the dialog and before changing the stateless/stateful mode for the vm. After clicking the stateless checkbox and switching the vm to be stateless - it is displayed properly from that point.

Steps to Reproduce:
1.open Templates tab -> "new VM" dialog
2.make sure the vm is in stateful mode by default 

Actual results:
the values to choose for the Template field listbox include the "latest" versions of templates.


Expected results:
The "latest" versions of templates should be filtered out in case of creating a stateful vm

it is a similar issue as https://bugzilla.redhat.com/show_bug.cgi?id=1390637 so should be fixed together.

We didn't get to this bug for more than 2 years, and it's not being considered for the upcoming 4.4. It's unlikely that it will ever be addressed so I'm suggesting to close it.
If you feel this needs to be addressed and want to work on it please remove cond nack and target accordingly.
