This bug has been copied from bug #1371126 and has been proposed
to be backported to 7.3 z-stream (EUS).

Scenario @ BZ 1378418 tested with success using NetworkManager-1.4.0-13.el7_3.x86_64 - vlan device is alive during add host to rhv-m.
