Description of problem: [Beta 1] When browsing from Network Providers to sub-object like Cloud Router, configuration does not show all options.


Version-Release number of selected component (if applicable): 5.7.0.7-beta1.20161025153249_9376fbd


How reproducible: Alway


Steps to Reproduce:
1. Go to a OpenStack Network provider
2. From there go to Cloud Network
3. Click on Configuration 

Actual results: "add a new cloud subnet" is missing

Expected results: 

Additional info: if going directly to "Cloud Subnet", "add a new cloud subnet" is there..

Missing menu options:

NODE: Missing Power On/Off, Introspect, Provide at object level.
TENANT: Missing Edit/Delete from Left-Side and when navigating from Provider relationships.
HOST AGGREGATE: Missing Edit/Delete when navigating from Provider relationships.

It looks like the power on/off buttons are available for OpenStack infrastructure nodes; on is available if the state is off, and vice versa.

I double-checked the missing node options; it turns out they only appear if the node is in the correct state.  This applies to the power options, introspect/provide (only appears if the node is not in the 'manageable' state) and manageable (only appears if the node is in the 'manageable' state).  Is that behaviour acceptable?

This is partially blocked by https://bugzilla.redhat.com/show_bug.cgi?id=1392641 - editing items is broken when navigating from a Provider's relationships - but I can create a PR that creates the missing toolbar options, so once that BZ is fixed this will work as well.
