1. Description
This is RFE request from NEC adding watcher[1] packages for RHOSP.

2. Details
They need get flexible resource optimization function added for their offer to telecom in Japan in future, and hope get this added in OSP11 or OSP12.

They would like to achieve that migrating VM(s) to keep SLA based on monitoring.

The watcher project is a very new project and its level of maturity won't permit to envision its addition to RHOSP for RHOSP12, even RHOSP13 looks unrealistic. Let's reassess in about a year from now, and in between, follow-up with the EPM on the watcher project maturity evolution.

This is a day two operation, and watcher is relying on Telemetry and nova. But it has no real binding to Telemetry.

On day two operations, watcher is not our primary choice, instead we should implement an equivalent functionality in ManageIQ.
