Description of problem: Left menu options "Designer" and "Administration" are for features that are not going to make the release.

Steps to Reproduce:
1. Log into SSUI
2. Observe offending options on left menu
3.

Actual results: Invalid options are listed


Expected results: Invalid options no longer show

Options are hidden now unless 'service_ui_preview' option is set.
