Description of problem:
libsvm-java is not available on ppc ppc64 arches
and it used by weka at runtime

Version-Release number of selected component (if applicable):
libsvm-3.21-1.el7, libsvm-3.21-1.fc23, libsvm-3.21-1.fc24, libsvm-3.21-1.fc25

How reproducible:
Always

Please, rebuild libsvm also for these arches

Are java packages available for ppc ppc64 yet?

I can also enable them if they are.

On ppc64:
	weka-3.6.14-2.fc25.noarch requires libsvm-java

The same for ppc
