How reproducible:
100%

Steps to Reproduce:
1.Add rhos cloud provider
2.Navigate to configuration->Access control->tenants
2.For Tenant "My Company" enforce VM, memory and storage quota and set it to some value.(I had set all values to 1)
3.Add a new catalog item of type orchestration.(I use flavor m1.xlarge)
4.order the service

Actual results:
Instance get created

Expected results:
instance should not be created and Quota exceeded message should be displayed

For service type orchestration, No quota check being done.
