Description of problem:

In webUI, navigate to Hosts > All hosts, select one or more hosts, and notice that the Select Action drop-down appears. This is not a very user-friendly approach, as user might not realize there are any actions available until (accidentally) selecting a host. 

I suggest making the button visible at all times, and disabled (greyed out) when no hosts are selected. I'd also add a pop-up instructing users to select some hosts to unlock the key.

In 6.4, the "Select Action" button is shown at all times, but is disabled until at least one host is selected.
