Cause:
Update from rhel-7.2 (or older) to rhel-7.3
Consequence:
Warnings and errors appeared during update
Fix:
policy-migration script is executed in %postinstall phase only if semanage tool exists on system.
Result:
Update from rhel-7.2 (or older) to rhel-7.3 is without errors or warning.
