Description of problem:

During Online QE team testing, we frequently ask OPS team to help us check the test results(eg. configures and logs) in the two projects default and openshift-infra. This brings much extra efforts and trouble to OPS colleagues and also result in low efficiency in our testing work. So in order to improve the working progress, we want to apply the view permission for the default and openshift-infra projects.

Requirement detail:
1. In project default
can view route configures and logs

2. In project openshift-infra
can view Intercom-reconciler/Volume-provisioner/Analytics configures and logs
and in future, can view  Notification/Accountant/Logging/metrics/ configures and logs
