Description of problem:
If the watchdog service has not been started then systemctl status watchdog gives an error:

# systemctl status -l watchdog.service     
● watchdog.service - watchdog daemon
   Loaded: loaded (/usr/lib/systemd/system/watchdog.service; disabled; vendor preset: disabled)
   Active: inactive (dead)

Nov 09 12:17:58 localhost systemd[1]: [/usr/lib/systemd/system/watchdog.service:9] Unknown lvalue 'ControlGroup' in section 'Service'

After starting the service systemctl status works as expected.

I haven't checked other services using the same ControlGroup specification whether they suffer from the same issue.
