These changes improve the performance of ovs agent

Change [1] is already merged in u/s and is also part of OSP9 version openstack-neutron-8.1.2-10.el7ost. Changes [2] and [3] are in waiting for review in u/s. These changes avoid unnecessary duplicate ipset calls, making ovs agent run faster when many ports are added.

Not yet, I'll reproduce it at once I have a working setup.

This is not completely fixed. https://review.openstack.org/#/c/351773/ is still in review in u/s. Can we add requires_doc_text once this got merged in u/s and backported to OSP9?

Finally, I got hardware and started deploy openstack.
I'll will be available to verify the bug soon. 
I'll install rhos-release 8   -p 2017-01-20.1
Is that fix included in that puddle?
