Description of problem:
There is no out-of-the-box state machine for setting approval limits/gates at the service level. We have it for cloud and infrastructure, but not for service. This leaves customers thinking they can easily set approval limits using the existing service state machines just to find out that they need to do it themselves.

How reproducible:
This is a new feature request.


Actual results:
Change values at the instance level in a similar fashion for infrastructure and cloud approval limits.

Expected results:
Once max_**** values exist and can be modified for a service, approvals can be enforced for services as well.
