Description of problem:
Since httpd 2.4.19 it is possible to use an proxy server for the OCSP query.
So that apache can run behind an restrictive firewall.

But the version current shipped (2.4.6) don't support this.

Patch provided works against httpd-2.4.6-80 as Patch133

This is supported in RHSCL httpd24 for RHEL7 and in RHEL8.  We have plans to address this in RHEL 7 httpd.
