Description of problem:
If you edit/create a bug on a product with no DP's the DP select is shown but empty

How reproducible:
Easy

Steps to Reproduce:
1. View a bug on a product with no DPs

Actual results:
The DP select is shown but empty

Expected results:
he DP select is not shown

This appears to have been fixed.

e.g. load a rhel7 bug, DPs are shown, load a Bugzilla bug, no DP.

Appears when expected, absent when expected.

This bug has been resolved in Red Hat Bugzilla 5 and can be tested on https://beta-bugzilla.redhat.com

If there are any issues, do not reopen this bug. Instead, you should create a new bug and reference this bug.
