Description of problem:
https://access.redhat.com/documentation/en/red-hat-openstack-platform/9/single/red-hat-solution-for-network-functions-virtualization/ describes Red Hat Solution for NFV. Section 2.4. High Availability provides a brief introduction to HA and then 2.4.1. High Availability (keepalived) describes HA in a bit more detail from keepalived POV. 2.4.2. Instance High Availability (pacemaker remote) discusses Instance HA.

This makes it look like keepalived is the corner stone of OpenStack / NFV HA. But as we know that's not the whole story, for example, some components are HA without keepalived.

Please clarify the HA description in the RH NFV document to match what recent RH OSP are actually using for HA.

The current documentation (OSP13) should cover the requirements.
