Description of problem:
os-net-config runs on each create/update and overwrites contrail nic configurations.

openstack-puppet-modules-7.1.4-1.el7ost

How reproducible:
Always

Steps to Reproduce:
1.deploy osp + contrail
2.do a lifecycle update that causes puppet to run on compute nodes
3.

Actual results:
contrail nic changes are overwritten

Expected results:
Contrail re-provisions its required nic setup during puppet runs

This appears to perhaps just be a port of BZ #1418941.  Guil, can you clear up the relationship of this BZ to that one (and in turn, the one that I just referenced on the above BZ, which appears to have the same commit)? If it is just a port, upstream should simply pull the fix in, and we can the get it into OSP 9 (opm)
