I have pointed out the lack of tags and vms in https://github.com/ManageIQ/manageiq/pull/11679#issuecomment-255427376

and gotten a response that the topology view only shows InfraManager --> EmsClusters --> Hosts.


Therefore, closing as NOTABUG.
