IDEA cryptoalgorithm was disabled due to so-called software patent issues. Fortunately all known software patents covering IDEA expired in 2015.

It was reenabled in OpenSSL long time ago:

Sorry - expired  in 2012.

This needs perl-Crypt-IDEA moving from RPM Fusion into Fedora first. I'd be happy for someone else to take that package.

Confirmed. It's fine for IDEA implementations to return to Fedora. Lifting FE-Legal.
