Description of problem:
Currently, RPM supports the skipping of %check with the `--nocheck` argument to rpmbuild. However, when running a build in mock or similar environments, the package still needs to pull in BuildRequires that would only be used for those checks.

As part of the Fedora modularity initiative, we are trying to reduce the dependencies needed for generating modules. One place that we have discovered that pulls in a lot of dependencies that aren't actually needed for runtime is the tests. Since we already know that they passed in the traditional build environment, there's no need to also run them in module builds and pull in the test dependencies.

Please add support for BuildRequires(check) so that we can avoid them in module builds.
