Description of problem:
The  flag changeable option only contains (unset) when changing flag in the action page of rule 

Version-Release number of selected component (if applicable):
4.4.12063-2, also in current production

How reproducible:
100%

Steps to Reproduce:
1.Go to step 3 of a rule, choose a rule like 'rhel-7.1.0' to add
2.Select 'Change' as action
3.Then try to select the flag's option value

Actual results:
Only show (unset)

Expected results:
Could choose all other valid options, like ?, +, -

If you examine that flag in the editflagtypes.cgi page, is the flag still 'active' ?

If the flag is not active then you can not set it, and therefore the options should not appear.

Seems you are right, but after active this flag, there only show (unset), +, -, still lost ?, but other active flags(like 7.3.0) could view all.

Does the flag have the 'requestable' box checked in the editflagtypes page?
