Describe the issue: 

The installation procedures do not explain the need to add one or more manifests and repositories. The first time manifest is mentioned is in the "Installing the Satellite Tools Repository" section.

Suggestions for improvement: 

We should explain just before the "Installing the Satellite Tools Repository" section (probably at the end of "Performing the Initial Configuration") that now is the time in install one or more manifests, and add and synchronize some repositories (with a link to the Content Management Guide).

I meant at the end of the section "Performing the Initial Configuration" somewhere, but definitely before the "Installing the Satellite Tools Repository" subsection which is the currently the first subsection of "Performing Additional Configuration".
